Abstract

This research examines the evolution of automated fact-checking at Africa Check, a prominent fact-checking organisation based in South Africa, Kenya, Nigeria and Senegal, through the integration of artificial intelligence (AI) tools into its fact-checking process. The progress focuses on three phases, which include claim detection to identify check-worthy claims, claim matching to retrieve already verified information and robot-checking to validate claims. The methodology used in this study involved analysing the experiences of reporters and editors from Africa Check. In-depth interviews were conducted to reveal the advances in time and effort required to verify information, providing key insights into the relationship between technology and journalism. The findings also shed light on how AI can be used to combat misinformation and promote media literacy in Africa, demonstrating how the adoption of AI has helped Africa Check to expand its reach and increase its impact. As a result, these improvements have profound implications for political accountability, trust in the media, and the fight against misinformation. This research offers valuable contributions to the ongoing debates about the adoption of technology in journalism and the importance of leveraging technology to strengthen the relationship between journalists and their audiences.

Abstract

The appropriation of artificial intelligence (AI) into everyday workplace practices is becoming pervasive. Some of the industries that have seen the improved appropriation of AI include the automotive industry, food chains and other retail businesses. The media industry in developed countries has also been appropriating AI into newsrooms ecologies. This development has left news media workers, especially in developing countries, questioning the viability of their jobs in the foreseeable future as machines take over and disrupt newsmaking and production processes. The unknowns that come with AI adoption have been met with both utopian and dystopian views in African newsrooms, especially in countries that understand less on how to deploy AI affordances. Premised on the technology acceptance model and the concept of technological appropriation and a qualitative methodology that used structured interviews with community media journalists from the Western Cape province of South Africa, this chapter examined journalists' perceptions of AI deployment in the community media space. The findings of the study show that community media journalists hold both utopian and dystopian views on the utility of AI in the community media space. While most journalists perceive AI as enhancing the efficiency and accuracy of the newsmaking process, there is a significant number of journalists who perceive AI as inimical to the legitimacy and credibility of the profession. Furthermore, AI is also seen as a threat to jobs within the journalism profession. These findings resonate with previous studies that have shown that journalists are divided on the perceived utility of AI in newsrooms.

Abstract

In the current post-human society, artificial intelligence (AI) and algorithms are rapidly being deployed in newsrooms around the world to enhance processes of news idea conception, newsgathering, writing, packaging and dissemination. Although AI adaptation has been ongoing especially in Western Newsrooms over the last decade, this process is only budding in sub-Saharan newsroom contexts. This study explores perceptions, use, prospects and challenges in the adaptation of AI and algorithms in newsrooms. This qualitative survey draws insights from 33 respondents from newspapers, radio stations, online media and community media in Uganda, Tanzania, Rwanda and Ethiopia. The study found varied levels of AI adoption in several newsrooms with some newsrooms not yet using AI while others were fully experimenting with a variety of tools, functionalities – even producing their own AI tools and also in change employment patterns to accommodate the skills needed within this new field. In some of the ‘inactive AI newsrooms’ individual journalists took the onus on themselves to learn and use the disruptive technologies and while the general attitudes towards AI were positive among journalists, the attitudes among management was generally considered poor. The study concludes for the benefits to be maximally leveraged, several of the bottlenecks in application must be addressed. These include the integration of ‘humans-in the loop’, journalistic principles, decolonial and local contextual perspectives in AI development and use. Such perspectives and synergies would need to be drawn from media ecosystems – including journalism education, research, policy, industry and developers.

Abstract

This chapter examines strategies deployed at individual and institutional levels to combat fake news in two media houses in Uganda. Grounded in the hierarchy of influences model, we examine journalists' and editors' perspectives on how Vision Group and Nation Media Group newsrooms respond to fake news. Journalists' and editors' responses, obtained through semi-structured interviews as well as document review enabled us to underscore the centrality of professional standards, training and technology in combating fake news. We found that technology plays a key role in fact-checking, although newsrooms are yet to adopt advanced digital tools such as artificial intelligence (AI) and algorithms. The newsrooms under investigation deploy conventional hardware and software to detect, flag and debunk fake news. We posit that for the strategies adopted at the organisational level to succeed, they ought to appeal to individual reporters' goals and interests. Further, discourses on adoption of newer technology ought to reflect the contexts in which the news organisations operate in addition to their financial standing.

Abstract

Several studies have been conducted on social inequalities. Despite highlighting inequalities between the rich and poor, researchers often overlook the fact that disabled people in Africa are marginalised more than their counterparts elsewhere. Using critical discourse analysis (CDA) as a theory and data analysis method, this study sought to answer two questions: (1) What is reported about the inclusion of disabled people in using digital media? (2) How is it reported? Twenty-two articles were purposively sampled: 15 from Newsday and 7 from The Herald published between 20 November 2017 and 24 September 2022. Findings indicate that the two papers exposed marginalisation of disabled people in an educative and informative way and had erudite analysis from disabled columnists. This was successful because the papers relied on the disabled community as sources of information and contributors of published material. The papers also engaged stakeholders such as corporates, government and civil society organisations. It is recommended that other newspapers and many forms of mass communication provide a representation of people with different forms of disabilities. Future studies could seek the views of disabled communities about their presentation in the digital media through disabled writers and providers of information.

Part II Policy, Governance, Indigenisation of Digital Innovation and Critical Literacies

Abstract

This study explores how the national artificial intelligence (AI) strategies and policies in four sub-Saharan African countries – Mauritius, South Africa, Ghana and Gabon – influence the adoption of AI in journalism. In the journalistic world, AI have been mainly used for news gathering, production and distribution. Irrespective of the prospects, the pervasive nature of AI brings with it a host of challenges concerning privacy, gender, and ethnic bias. Despite its relevance to journalism, the challenges associated with using AI necessitate the need for policy frameworks that guide the development and usage of these technologies. At a global level, UNESCO has established a normative framework which lays out principles and standards regarding how member states formulate policies that ensures ethical and healthy development of AI. Using document analysis and the technological determinism theory, the study investigated how the national AI policies and strategies of these countries is impacting journalism and highlights the challenges to the adoption of the technology in the field. In lieu of the AI-specific laws, the countries seem to loosely rely on their data protection acts to govern aspects of AI use involving automated decision making. Mauritius was found to be the only country in the study with a set national AI strategy.

Abstract

This chapter discusses the growing use of social media during election campaigns in Ghana. It examines how social media platforms like Facebook and Twitter became preferred tools for voter engagement, mobilisation and campaign for political parties and their presidential and parliamentary candidates in the 2020 elections in Ghana. It establishes that social media are gradually surpassing traditional/legacy media as the preferred media choice for political mobilisation, civic engagement and political communication in Ghana. The chapter reviews the European Union Election Observation Mission (EOM) report through social media affordance lens. This chapter attempts to answer two critical questions: To what extent did political parties and presidential candidates in Ghana use social media in electioneering campaigns during the 2020 elections and, which social media platforms were highly preferred by political parties and presidential candidates in engaging the electorate? The EOM's data indicators show the prominence of Facebook and Twitter as significant in political party campaigns during the period under study. Preliminary analysis also points out that the ruling New Patriotic Party (NPP) and their presidential candidate, Nana Akufo Addo including the opposition National Democratic Congress and their leader, John Dramani Mahama, spent thousands of dollars on Facebook advertisements for extensive voter mobilisation.

Abstract

This chapter focuses on data journalism, a relatively new brand of journalistic practices that take advantage of the growing availability and application of digital data and computational tools for news production. Although this brand of journalism has been on in some advanced democracies, it is still a relatively new development in Africa, especially Nigeria. Journalists still rely mostly on eyewitness reports and interviews to write their stories, thus leading to lack of depth in media reportage of critical issues. This chapter explores the nature of data journalism conceptualised as a social science pragmatic approach to news gathering and reporting, tracing its history and inherent strengths and weaknesses. It examines the windows of opportunities it provides towards guaranteeing transparency and accountability in Nigeria's nascent democracy. It concludes that, though data journalism complements the conventional investigative reporting to enhance good governance system in Nigeria, strengthening other institutions of government such as the police, judiciary, Economic and Financial Crimes Commission (EFCC), and Independent Corrupt Practices and other related offences Commission (ICPC) becomes imperative in entrenching accountability and transparency in Nigeria.

Abstract

Despite the existing gaps in the use of technology in East Africa, the region is among the fastest-growing mobile data users on the continent. This progress is partially attributed to local initiatives to develop and adapt homegrown technologies to local contexts to increase their accessibility and use even in the remotest areas. In this chapter we identify a few of these innovations in Kenya, Rwanda and Uganda and examine how they have been indigenised to fit local contexts as well as the processes of their diffusion, adoption, affordability and accessibility among users and their everyday gratifications from the innovations. The socio-technological assemblage theory, which illuminates the influences of, and the connections between various types of actors and their roles, visions, ideas, concepts and the technological products, informs our inquiry. Other related concepts including ‘innovation’, ‘indigenisation’ and ‘diffusion’ are discussed to understand the homegrown technology innovations and their adaptability. Discussions with both innovators and users/beneficiaries reveal rigorous proactiveness and responsiveness of innovation creators and users in the three countries – reflected in numerous attestations of life transformation. Nevertheless, there is a paradigm shift in the diffusion of innovations amongst users – contrary to the discourse around its early precepts.

Abstract

The advent of data-driven journalism has transformed the field of journalism globally, offering new ways to collect, analyse and communicate stories and information. In contexts such as Africa, where socio-political and economic contexts differ significantly from those in the Global North, the need for critical data literacy in journalism education is particularly pronounced. This chapter proposes and argues for developing critical data literacy skills among journalism students. It suggests that fostering a critical approach to data is essential for producing impactful, contextually relevant, and unbiased data-driven journalism. The chapter addresses the unique challenges faced by journalism education and presents strategies (an agenda) for integrating critical data literacy into journalism curricula.
