A review of selected human-resource management articles from more than 400 of the world’s top management publications

Purpose – Describes the recruitment and retention problems being experienced by the US Federal Aviation Administration and examines how they are trying to address these. Design/methodology/approach – Discusses why so many air traffic controllers are taking early retirement and assesses the extent to which the poor relationships between the Administration and the National Air Traffic Controllers Association, the trade union for air traffic controllers, is affecting this. Quotes from senior human resource managers at the Administration, representatives of the trade union, and academics who study the US public sector, discussing the reasons for the poor morale among air traffic controllers, the measures that the Administration is taking to improve this and the recruitment drive to employ and train more air controllers. Findings – Underlines the size and complexity of the problem facing the Federal Aviation Administration.
