Manas Chatterji (Binghamton University, USA, and Guest Professor, Peking University) is a Professor of Management and Adjunct Professor in Economics and the Asian and Asian-American Studies Program at Binghamton University, State University of New York, Guest Professor, Peking University, Visiting Professor, Central University of Finance and Economics and Distinguished Professor in Poznan University, Poland. He also served as a Richard P. Nathan Fellow in Public Policy at Rockefeller Institute of Government, SUNY. He is a Distinguished Fellow in the Program in Political Psychology and Decision Making (POP-DM) at Lauder School of Government, Diplomacy and Strategy, Israel. He was also an Honorary Distinguished Professor at Indian Institute of Management-Calcutta, India and George Mason University, USA. He is an Elected Member of Polish Academy of Science – Committee on Regional Planning. He is currently a Fellow of the International Organisation Economists for Peace and Security. He previously taught at the Wharton School at the University of Pennsylvania and has held visiting appointments at Cornell University, Erasmus University, University of Karlsruhe, University of Munster and many other universities in the United States, Europe, Asia and South Africa. He established the Mahatma Gandhi International Research Centre on Conflict Prevention and Management in Bangalore, India.

He organized several events in the past. He has organized international meetings on Peace Science, Disaster Management, Health Care, Technology Management, Disaster Management, etc., in many countries including Japan, China and Russia. During his career, he has edited three journals and serves on editorial boards of many others. Presently, he is the Co-editor of International Studies of Peace Economics and Peace Science published by Cambridge Scholars, UK. He is also the General Editor of a book series on Contributions to Conflict Management, Peace Economics and Development published by Emerald Publishing Limited, UK. Twenty-seven volumes in this series have been published and two more are forthcoming. He has authored/edited more than 30 books and published about 80 scholarly articles in the areas of Peace Science, Military Spending, Disarmament, Economic Conversion, Conflict Management, Regional Science, Technology Management, Health Care Management, Energy, Environmental and Urban Management. He got his B.A. (with honours in Statistics) at Calcutta University, M.A. (Statistics) at Calcutta University and Ph.D. at Wharton School, University of Pennsylvania.

Elena G. Popkova (Ph.D., MGIMO University) is a Professor of Economics and a Leading Researcher of the Centre for Applied Research of the Chair ‘Economic policy and public–private partnership’ of Moscow State Institute of International Relations, MGIMO University in Russia. She is also the Founder and the President of the Institute of Scientific Communications of INC Group, Volgograd, Russia. Her scientific interests include economic growth, sustainable development, social entrepreneurship, globalization, humanization of economic growth, developing countries, the institutionalization of society development, development planning, strategic planning, knowledge economy, digital economy and Industry 4.0. She has more than 350 publications, including 129 in Scopus (h = 23), 110 in Web of Science (h = 11), 36 monographs, 34 textbooks and manuals used in pedagogical practice. She is a Member of the Editorial Board of the International Journal of Economic Policy in Emerging Economies (Scopus, WoS) and the International Journal for Quality Research (Scopus, WoS). She became an invited participant of the Special Session of the European Parliament ‘European Cluster Days’ (Strasbourg, 18–19 March 2015) and a Visiting Professor at the Faculty of Management and Economics, Tomas Bata University, Zlin, Czech Republic (22–25 June 2015), as well as the University of Messina, Italy, October 2019. She was awarded: a Certificate of Honour by the Ministry of Education of the Russian Federation of the Volgograd Regional Duma in 2013, the Emerald ‘Literati Awards’ in the ‘Highly Commended Paper Award’ for 2020 and she is also included in the top 2% of the most-cited scientists in the world according to the Scopus database for 2019. Gyulnaz E. Adygezalova graduated with honours from the Law Faculty of the Kuban State University in 2002. In 2004, at the Dissertation Council of the North Caucasus Academy of Public Administration (Rostov-on-Don) she defended her Ph.D. thesis on the topic: ‘Legal concept of American sociological jurisprudence of the twentieth century (Roscoe Pound, Talcott Parsons and Harry Bredemeyer)’. In 2009, she received the academic title of Associate Professor. In 2017, at the Dissertation Council of the Kuban State University, she defended her doctoral dissertation on the topic: ‘Sociological jurisprudence of the United States in the 20th century: the formation of a doctrine, the development, and improvement of the rule of law’. The courses taught: ‘History of State and Law of Foreign Countries’, ‘Legal Conflictology’, ‘Comparative Jurisprudence’, ‘Technique for resolving legal disputes’, ‘Technique for drafting legal documents in the field of construction activities’, ‘Technical aspects of the activities of lawyers’, ‘Sociological support of lawmaking activities’. Adam U. Albekov is a Member of the Presidential Council for Interethnic Relations, Co-chairman of the Rostov branch of the All-Russian National Front. He has graduated from the Rostov-on-Don Institute of National Economy in 1982. In 1993 he defended his Ph.D. thesis on the topic: ‘Small business in the field of commercial intermediation on the example of the Rostov region’ at the St. Petersburg State University of Economics and Finance. In 1996 he was awarded the title of Associate Professor. In 1999 he defended his Doctoral dissertation on the topic: ‘Logistics of trade-in means of production and recycling of material resources’ at St. Petersburg State University of Economics and Economics. In 2000, he was awarded the academic title of professor. He has State awards, other awards and badges of merit are: Medal of the Order ‘For Merit to the Fatherland’, II degree (2002); Order ‘For Merit to the Rostov Region’ (2019); Honorary title ‘Honored Scientist of the Russian Federation’ (2009); badge ‘Honorary Worker of Higher Professional Education of the Russian Federation’ (2010 and others. His teaching experience is 26 years. He has been working at the department since 1995. He is an author of 198 scientific and educational works, including 29 monographs, 17 patents for inventions and four copyright certificates of registration of computer programmes.

Emil E. Barinov, Ph.D. in Law, is an Associate Professor, Head of the Department of Constitutional and Municipal Law, Rostov State Economic University (RINH), Rostov-on-Don, Russia. In 1997, he has graduated from the Rostov Higher School of the Ministry of Internal Affairs of Russia with a degree in jurisprudence (qualification ‘Lawyer’). In 2001, he defended his Ph.D. in Law thesis in the speciality 12.00.02. – Constitutional Law; Municipal Law on the topic: ‘Constitutional Sense of Justice in the Russian Federation’. In 2007, he received the academic title ‘Associate Professor’ at the Department of Constitutional (State) Law. Until 2014, he served in the Internal Affairs Agencies (Rostov Law Institute of the Ministry of Internal Affairs of Russia). Retired Police Colonel. From 2015 to the present, he is the Head of the Department of Constitutional and Municipal Law at the Rostov State Economic University (RINH). By the Decree of the Federation Council of the Federal Assembly of the Russian Federation No. 250-SF dated 8 July 2020, he was appointed a Member of the Supreme Qualification Colleague of Judges of the Russian Federation. In total, more than 50 scientific articles, study guides and textbooks have been published by him.

Timofey Yu. Cherepukhin, Ph.D. in Economics, is an Associate Professor of Management and Marketing Department, Kuban State Agrarian University named after I.T. Trubilin, Krasnodar, Russia. His scientific area of interest includes, regional economics, management and marketing, and is the author of 79 scientific works, including 2 textbooks, 2 study guides, 10 articles in the HAC list, 1 Scopus article and 1 Web of Science article, as well as 3 monographs, Hirsch 15. He is an annual participant in competitions for grants from the RFBR. He has completed four economic agreements with organizations of the Southern region. He is the Deputy Dean of the Faculty of Economics for Academic Affairs, Scientific Supervisor of student works that won prizes. Arina S. Chueva, Ph.D. in Law, is an Associate Professor of the Department of Administrative and Financial Law, Kuban State University, Krasnodar, Russia. She has graduated from the Law Faculty of the Kuban State Agrarian University in 2003. In 2006, at the Dissertation Council of the Kuban State Agrarian University, she defended her Ph.D. thesis on the topic: ‘Municipal legal theories in the history of Russia (XIX-XX) centuries’. Her teaching experience is 15 years. She has been working at the Department since 2018. Albina A. Chuprova, Ph.D. in Philosophy, is an Associate Professor of the Department of Theory and History of State and Law, Kuban State University, Krasnodar, Russia. She has graduated from Irkutsk State University in 1991. In 2003, in the Dissertation Council of the named university, she defended her Ph.D. thesis on the topic: ‘Formation of the spiritual experience of Russian legal consciousness’. In 2007, she received the academic title of Associate Professor at the Department of State and Legal Disciplines. Her teaching experience is 19 years. She has worked at the Department since 2017.

Sergey A. Dyakov, Ph.D. in Economics, is an Associate Professor of the Department of Management and Marketing, Kuban State Agrarian University named after I.T. Trubilin, Krasnodar, Russia. His scientific area of interest: regional management and marketing. Elena V. Epifanova, Ph.D. in Law, is an Associate Professor of the Department of Theory and History of State and Law, Kuban State University, Krasnodar, Russia. In 1991, she graduated from the Law Faculty of Voronezh State University. In 2003, at the Dissertation Council of the Kuban State University, she defended her thesis on the topic: ‘Formation and development of the institution of complicity in a crime in Russia’. Tatiana V. Epifanova, Doctor of Economics, Ph.D. in Law, is a Professor at the Department of Civil Law, Faculty of Law, Rostov State Economic University (RINH), Rostov-on-Don, Russia. In 1995, she has graduated from the Rostov-on-Don Institute of National Economy with a degree in Information Systems in Economics. In 1997, she has graduated from the North Caucasus Academy of Public Administration with a degree in Jurisprudence. In 2006, she defended her Ph.D. in Law on the topic: ‘Modern Russian state-confessional policy: legal forms of institutionalization’. In 2013, she defended her Doctor of Economics thesis on the topic: ‘Methodology of state regulation and ensuring the sustainability of the development of small and medium-sized enterprises’. She has over 24 years of teaching experience. The course taught is the Civil Law and Property Law.

Svetlana S. Galazova, Doctor of Economics, is a Professor of the Department of Economics, North Ossetian State University named after K.L. Khetagurov, Vladikavkaz, Russia. She has graduated from the North Ossetian State University named after K.L. Khetagurov earned a degree in Trade Economics in 1972. In 1999, at the Dissertation Council of Rostov State University, she defended her Doctor of Economics thesis on the topic ‘Intra-corporate sphere of macroeconomics’. In 2000, she was awarded the title of Professor. Her teaching experience is 43 years. She has been working in the department since 1978.

Andrey G. Golovko, Ph.D. in Legal Sciences, is an Associate Professor of the Department of Constitutional and Municipal Law, Rostov State Economic University (RINH), Rostov-on-Don, Russia. After graduating from the Higher School of Internal Troops of the Ministry of Internal Affairs of the Russian Federation (St. Petersburg) in 1992, he passed active military service in command assignment in units of the North Caucasus Federal District of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation; since 1994, the Commander of the training unit of the Rostov Higher Police School. In the period from 1995 to 1998, he continued his studies at the full-time military postgraduate studies of the Rostov Law Institute of the Ministry of Internal Affairs of Russia, after which he successfully defended his Ph.D. in Law thesis on the development and functioning of the law enforcement system of the Russian Federation. In 2007, based on the results of scientific and pedagogical activities, he received the academic title of Associate Professor. In 2013, he successfully graduated from the North Caucasus Humanitarian Institute (Stavropol) with a Bachelor of Economics degree. In 2014, he graduated with honours from the Russian Law Academy of the Ministry of Justice of the Russian Federation with the qualification ‘Master of Jurisprudence’. He is the Author of about 200 scientific and educational works, including several monographs on the problems of law enforcement, textbooks and manuals on state and civil law disciplines.

Olga B. Ivanova, Doctor of Economics, is a Professor of the Department of Finance, Rostov State Economic University (RINH), Rostov-on-Don, Russia. After graduating from the Rostov Institute of National Economy in 1972 with a degree in ‘Finance and Credit’, she remained to work in the research sector of the Rostov-on-Don Institute of National Economy as a Junior Researcher. After graduating from the postgraduate programme, she worked first as an Assistant at the Department of Finance, then as a Senior Teacher, Associate Professor. In 1983 she successfully defended her Ph.D. thesis on the topic: ‘Problems of the formation and use of economic incentive funds’. In 2004, she successfully defended her Doctor of Economics thesis on the topic: ‘Territorial Finance of Russia: Theory and Methodology’ in the speciality 08.00.10 – Finance, Money Circulation and Credit. In 2006, she was awarded the scientific degree of the Professor. From 2008 to 2016, she was the Scientific Secretary of the Dissertation Council D212.209.02, based on the Rostov State Economic University (RINH). Currently, she works as a Professor at the Department of Finance, is the Deputy Chairman of the Dissertation Council D212.209.05, created based on the Rostov State Economic University (RINH). She was awarded the industry award of the Ministry of Higher Education of the Russian Federation ‘Honorary Worker of Higher Professional Education of the Russian Federation’, memorable ‘Avdey I. Gazulov’ lapel pin for outstanding achievements in science and education, labour veteran. She has a winner’s diploma for the book ‘Public finances of Germany: theory and practice of methodology’ (authors: N. G. Vovchenko, O. B. Ivanova, O. V. Andreeva and E. D. Kostoglodova) in the nomination ‘Best scientific (educational) publication in Economic Sciences and Management’ (VII Siberian Interregional Competition ‘University Book – 2019’).

Elena V. Karanina, Doctor of Economics, is the Head of the Department of Finance and Economic Security, Vyatka State University, Kirov, Russia. She supervises social, scientific and educational projects. She is the Head of the Centre for Financial Literacy, the Centre for the Development of Competencies and Certification of Financial and Risk Management of the Vyatka State University, Deputy Chairman of the Dissertation Council of the Vyatka State University in the scientific speciality 08.00.05 Economics and National Economy Management (economic security; innovation management), the Chairman of the Kirov regional department of the Russian Professors’ Meeting (RPM). She is a Member of professional and expert communities and associations, the member of the Supervisory Board of NCP ‘RusRisk’, the Head of the working group on updating the professional standard ‘Risk Management Specialist’, an expert in the scientific and technical sphere (RINKTSE), the RFBR expert, and the federal expert of the Agency for Strategic Initiatives (ASI). Stanislav A. Khapilin, Doctor of Economics, is the Professor of Foreign Trade and Customs Department, Rostov State Economic University (RINH) Rostov-on-Don, Russia. He is a Chief State Customs Inspector of the Department for Inspection of the Activities of Customs Bodies of the Organisational and Inspection Service of the Southern Customs Administration. In 2005, he received a diploma (with honours) from the State Educational Institution of Higher Professional Education ‘Russian Customs Academy’ (Lyubertsy, Moscow Region), speciality: Jurisprudence, qualification: Lawyer. In 2006, he graduated with honours from the Rostov State Economic University (RINH) with a degree in Finance and Credit, qualification: Economist. A sociological concept of the value of life in the youth environment of Russian society has been developed by her, which made it possible to identify trends in its transformation in the conditions of a consumer society. On 21 September 2018, she was appointed to the post of First Vice-Rector – Vice-Rector for Academic Affairs of the Rostov State Economic University (RINH). Since 24 January 2019, she has been appointed Acting Rector of Rostov State Economic University (RINH). On 14 March 2019, at the Conference of Employees and Students of the Russian State University of Economics (RINH), by the results of a secret ballot, she was elected to the post of Rector. He is the Honored Worker of the High School and the Agro-Industrial Complex of the Russian Federation. Galina B. Vlasova, Doctor of Law, is a Professor of the Department of Theory and History of State and Law, Rostov State Economic University (RINH), Rostov-on-Don, Russia. In 1999, she graduated from the Rostov State Economic Academy with a degree in Jurisprudence, qualification ‘Lawyer’. In 2001, she defended her Ph.D. in Philosophy. In 2006, she was awarded the academic title of Associate Professor in the Department of Theory and History of State and Law. In 2010, she defended her Doctor of Law thesis on the topic: ‘Legitimation of the institutions of public authority in the political, legal and socio-cultural dimensions (on the example of the evolution of justice)’. She conducts classes with students of the Faculty of Law in the following disciplines: ‘Theory of State and Law’, ‘Actual Problems of Theory of State and Law’, ‘History of International Law’, ‘International Relations and International Justice’, ‘International Legal Responsibility’. The sphere of scientific interests lies in the study of a wide range of problems of the theory of state and law, international law and justice. She has published 224 works: 177 of them are scientific works, including 15 monographs and 47 educational and methodical publications.

Konstantin V. Vodenko, Ph.D. in Economics, is an Associate Professor at the Department of Social and Humanitarian Sciences, Platov South-Russian State Polytechnic University (NPI), Novocherkassk, Russia. He has been working at Platov South-Russian State Polytechnic University since 2006. He is the Head of the Master’s programme ‘State and municipal socio-economic policy in the direction of training state and municipal administration’. He actively participates in research work and is engaged in the study of socio-cultural and socio-economic institutions in the context of the formation of a national model of social development and public administration. He was the Head of the grant of the President of the Russian Federation for state support of young Russian scientists – doctors of science on the topic ‘Cultural and ideological foundations for the formation of a national model of regulation of socio-economic and scientific and innovative activities’ (MD-651.2017.6). He is a Co-executor of grants from the Russian Humanitarian Science Foundation and the Russian Science Foundation. He is the first Deputy Editor-in-Chief of the scientific journal ‘Humanities of the South of Russia’, included in the list of the HAC and the ERIH PLUS database. He is a Member of the organizing committees of various international conferences. The total number of publications is over 190. He is the author of 20 articles indexed in the Scopus and Web of Science databases. Guest editor of the special issue ‘Vectors & Narrative Discourses of Modern Society’ of the Pertanika Journal of Social Sciences & Humanities, indexed in the international Web of Science database. Served as executive editor of the book (collection of articles) indexed in the Scopus and Web of Science databases: Public Administration and Regional Management in Russia – Challenges and Prospects in a Multicultural Region/E.G. Natalia G. Vovchenko, Doctor of Economics, is a Professor, Vice-Rector for Research and Innovation, Rostov State Economic University (RINH) Rostov-on-Don, Russia. She is a graduate (1990) of the Rostov-on-Don Institute of National Economy of the Order of the ‘Badge of Honor’ with a degree in Industrial Planning; qualification – ‘Economist’. In 1992, she graduated from the Rostov-on-Don Institute of National Economy of the Order of the ‘Badge of Honor’ with a degree in Accounting, Control, and Analysis of Economic Activity; qualification – ‘Economist’. In 1994, at the Dissertation Council of Rostov State University, she defended her Ph.D. in Economics thesis on the topic: ‘Land reform and improvement of relations of agrarian nature management in the conditions of the formation of the market’. In 2002, she received the title of Associate Professor. In 2006, at the Dissertation Council of the Rostov State Economic University (RINH), she defended her Doctoral thesis on the topic ‘Influence of financial globalization processes on the transformation of the financial system of Russia’. In 2015, she received the academic title of Professor. Her teaching experience is 31 years. She has been working in the department since 1990.

Elena Y. Zolochevskaya, Doctor of Economics, Professor at the Department of Taxation and Accounting at the South Russian Institute of Management – a branch of the RANEPA, Rostov-on-Don, Russia. She has graduated from Rostov State University in 1999. In 2011, by the decision of the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation, she was awarded the degree of Doctor of Economics. In 2019, by the order of the Ministry of Science and Higher Education of the Russian Federation, she received the academic title of Professor with a degree in Economics and National Economy Management. She combines administrative work with teaching, and works part-time as a Professor at the Department of Taxation and Accounting at the South Russian Institute of Management – a branch of the RANEPA. She is an author of over 60 scientific and educational works.

Foreword

The greatest change in the economic scene of the world is globalization. It is the qualitative transformation of economic relationships. There are some people who are in support of globalization and others who contend that globalization is the root of various problems. The major drivers of globalization are transnational corporations and technological development. Due to globalization and technological development, there has been a global shift in the world economy. The relationship between labour and capital in the geographical space has greatly changed.

The role of technology is the most important factor. The technological change can be incremental innovations, radical innovations, changes of technological system and relationship between technology and economy. These changes have taken place in Interchange and Data Science, Mechatronics, Cyber Security, Information Technology, Material Science and Corporate Management and Institutions. Most negative societal changes in technology are in the field of military and defence industries. There are some good and bad impacts of technology in all areas of our society.

This book is devoted to the problem of technological inequality, which arose in connection with the formation of the digital economy, gaining newfound relevance to the New Industrial Revolution. This book is written in support of SDG 10 and aims to create a clear and systematic scientific understanding of a new form of inequality – technological inequality. The goal of this book is to draw the attention of all parties – society, government, business and the international community – to the problem of technological inequality and unite all our efforts in solving these problems.

This book focuses on conflict management, peace economics and sustainable development. Social, business and international conflicts arising from technological inequality are studied in order to form a theoretical basis for their solutions. The subject area of this book is not the conflicts of technological inequality themselves, but ways to resolve them. Due to this, the book has a highly practical applied significance and is intended to serve as a useful guide on conflict management of the digital economy and on ensuring its balanced and sustainable (conflict-free) development.

It rethinks the idea of peace economics in the context of the New Industrial Revolution and shows a new facet of peace economics – reducing technological inequality as a path to stability, prosperity and well-being for all. It is based on the idea that the key to digital peace economics and sustainable development in the conditions of the New Industrial Revolution is a set of economic and legal measures of technological conflict-management. It shows that combined efforts at the level of state and law (including international law) and efforts of economic agents at the level of business and society open up new, wider prospects for reducing, and in the future, overcoming technological inequality.

The book provides scientific and methodological support for this mission with the help of the author’s applied recommendations in the field of supranational, state and corporate governance. We hope that our book will also contribute to mitigating the manifestations and consequences of the COVID-19 pandemic and crisis. To do this, we have offered special recommendations in the book on bridging the technological divide to unlock the potential of the digital economy to preserve and restore the quality of life in the face of economic restrictions and social distancing. We call upon everyone to contribute to technological conflict management, digital peace economics and sustainable development in the context of the New Industrial Revolution.
