Tree Preservation Orders: A Guide to the Law and Good Practice – Addendum September 2008. This addendum sets out the Government’s policy advice on changes to the tree preservation order (TPO) system which came into full effect on 1 October 2008. These changes include a mandatory standard application form and a fast-track appeals process administered by the Planning Inspectorate. The relevant legislation is contained in the Town and Country Planning (Determination of Appeals by Appointed Persons) (Prescribed Classes) (Amendment) (England) Regulations 2008 which came into force on 6 April 2008, and the Town and Country Planning (Trees) (Amendment) (England) Regulations 2008.
