In the transformation of the education system since the early 1980s management has been accorded a central role. Management has provided the link between, on the one hand, political commitments to change and a response to educational consumers; and, on the other, the institutional reform of education as a welfare service. New forms and ideas of management have had profound consequences for the organization and delivery of education as a public service; the political processes of policy formation and control, and the experiences of both recipients of the education service and those involved in its delivery.
