Libraries and leisure—part 2
Abstract
It would be tedious to summarise the papers in turn, for somehow life escapes that way. Instead of an editor's reduction, it seemed best to quote passages in the original words of the speaker, and to choose those passages which best illustrate fundamental thinking about function, and issues of practical policy, both equally relevant to this vexed theme. We are all perfectly familiar with the practical implications of a cultural programme, however modest, and it was important to give it full attention in the seminar, yet without a profound basis for conviction, the house is built on sand.
