Abstract
During the last 15 years the British Government has led the world in implementing changes to the scope and operations of State controlled services. From 1987 the emphasis of these changes has shifted from attempts to reduce the scope of State activity, through Privatisation, towards attempts to change its nature through the introduction of competitive processes within State controlled services.
