Abstract

In emerging economies, there is a natural tendency to produce. Developing countries, often having few trained, experienced, or effective staff resources, are under constant pressure to extinguish fires. The leaders and managers often perceive that they rarely have the luxury of time to reflect, time to plan carefully, time to consider options.
