Abstract

The conventional wisdom has it that a Head of Department fits neatly into a perfect job specification, that he carries out all the tasks of the perfect manager by planning, organising, commanding, controlling and co‐ordinating. This requires the attributes of an archangel which most Heads — being human — do not possess.
