The new mechanism is unambitious in its scope, aiming mainly at holding various formats of “dialogue”, and unclear about how to achieve its goals.

The need for unanimity between member states has resulted in a watered-down document.
Hungary and Poland will continue to support each other against the rest of the EU-27.
CVM reports on Bulgaria and Romania are due soon but have lost much of their effectiveness.
