Pakistan may avoid revising its counterterror plan

Pakistan's counterterrorism strategy is enshrined in the 2015 National Action Plan (NAP), hailed as a product of political consensus and a blueprint for eradicating terrorism. Despite cross-party political and military support, the plan has not delivered on its promises.
