This began as the author’s PhD dissertation research at New York University (he now teaches political science at the University of Florence). His purpose here is to assess the sea change in how European nations have regulated their telecommunication systems, both before and after their 1998 policy watershed.

Chapters review the role of telecommunications policy and integration processes in the European Union, the development of European telecommunications policies from the 1800s, the international telecommunications arena, the various and varied national telecommunications arenas (and the roles of selected former PTTs), the EC policy‐making arena, and the comparison of theory and policy with on‐the‐ground reality. The focus throughout is on the many layers of the policymaking process as Europe moves toward a more integrated approach to this field. Natalicchi makes clear some of the tensions inherent in any multi‐national decision system dealing with a fast‐changing industrial sector.
