Abstract

Describes the initial moves towards forming the Environment Agency, taken in 1976. Outlines the amalgamation of Her Majesty’s Inspectorate of Pollution and the National Rivers Authority. Sets out various obstacles to the integrated administration, and looks at future problems of the Agency regarding its relationship with the European Union.
