Editorial

In this issue of Retail Insights we aim to provide a theme around planning issues. In the first article Peter Jones and David Hillier discuss the development of purpose built multi leisure complexes in the UK. They discuss the location of these complexes on greenfield and brownfield sites in and out of town, and the various influences on this, including PPG6 and the more restrictive out of town planning guidelines, and consumer preferences. They then go on to explore various planning issues in connection with these complexes, such as the impact of new out of town leisure complexes on town centres, accessibility and transport considerations, environmental changes and urban regeneration.

Next, Clifford Guy and David Bennison provide an executive summary of a report commissioned by the British Council for Out of Town Retail to explore retail planning in the UK and its implications for superstore development and retailer competition. This project was jointly conducted by Cardiff and the Manchester Metropolitan Universities. Like the article by Jones and Hillier, the report also considers the impact of the planning guidelines PPG6 published in 1996, but this time on the increasing difficulties faced by superstore retailers and developers. The purpose of the research was to inform the debate on retail policy by exploring the economic advantages, as perceived from a consumer perspective, of superstore development.

Finally, Findlay and Sparks discuss their bibliography on retail planning, first published in 1999 and currently undergoing revision for a second edition. The objective of this piece is to explain the origins of The Retail Planner's Bookshelf, and to detail the list of books and reports that can be found in the 2002 edition.

The issue concludes with a series of abstracts on the topic of retail planning.
