Universities are having to work collaboratively within a region to support regional development agency (RDA) policy, as opposed to competing with each other to increase student numbers, senior representatives from British universities were told at a conference on "Regionalism Versus Wider Access".
Richard Caborn, Minister for the Regions, said: "RDAs will have the key role of helping to deliver our vision of a high-skills culture, and an education and training system able to respond appropriately and at the right time.
"The most important task for RDAs will be to produce strategies for their region to improve regional economic performance and enhance competitiveness.
"We are asking RDAs to produce a regional-skills action plan, set in the wider context of their regional strategy. These action plans will help to inform the developing national-skills agenda. In future years they will reflect issues within it."
The conference, organized by BT, also examined how technology could help universities to manage these changes and continue to achieve their objectives.
