Abstract

Out of a month that was packed with news about education, one speech stands out. It was the speech made by Mr Short, Secretary of State for Education and Science, on the Black Paper, Fight for Education, when he made his annual address to the National Union of Teachers, at its annual conference in Douglas, Isle of Man.
